Active Travel Officer

Job Introduction

Portsmouth City Council’s Safer Travel Team is part of the Economy, Transport & Planning Directorate. We’re passionate about creating a healthier, safer, and more sustainable city through behavioural change and innovative transport projects. Our work supports the Portsmouth Transport Strategy and Local Transport Plan, delivering schemes that improve wellbeing, celebrate our city’s heritage, and embrace new technologies.

We are now recruiting two Active Travel Officers to help us deliver this vision.

What is the role?

As an Active Travel Officer, you’ll lead the delivery of cycling and walking schemes and support the maintenance of Public Rights of Way across Portsmouth. You’ll be at the heart of our efforts to increase levels of active travel, working on varied and complex projects that make a real difference to how people move around the city.

Key responsibilities include:

  • Project managing small-scale engineering schemes for walking and cycling.
  • Supporting the development of strategic and policy frameworks for active travel.
  • Leading behavioural change campaigns and stakeholder engagement.
  • Monitoring scheme effectiveness and implementing improvements.
  • Representing Portsmouth at local, regional, and national events.
  • Supporting the maintenance and improvement of Public Rights of Way.

Who is the person?

We’re looking for someone who is passionate about sustainable transport and community wellbeing. You’ll need:

  • A relevant degree or equivalent work experience.
  • Excellent communication skills and a customer-focused approach.
  • A collaborative mindset and ability to work independently.
  • Strong project and financial management skills.
  • Knowledge of active travel policy, national guidance, and stakeholder roles.
  • Creativity and problem-solving skills to deliver realistic solutions.
  • Good IT skills, including Microsoft applications.

You’ll be a confident communicator, able to represent the council at meetings and engage effectively with residents, Members, and partners.

We offer hybrid working with the expectation to attend the office 2 days a week (pro rata for part time) depending on the role and business needs.
