Are you an experienced Project Manager with a track record of delivering large-scale transformation programmes? We are looking for an ambitious and skilled professional to lead complex projects within our Local Government Reorganisation programme. You will be responsible for driving delivery, managing risk and governance, and bringing together stakeholders across multiple service areas to support one of the largest change programmes currently taking place in local government.
Your new role
Join Portsmouth City Council at a pivotal time of transformation. As a Project Manager, you will lead and deliver a diverse portfolio of complex projects that support the Council's strategic priorities, with a particular focus on Local Government Reorganisation (LGR). You will be responsible for managing projects from inception to completion, ensuring they are delivered on time, within budget and to the highest quality standards. Working collaboratively with stakeholders across the organisation and external partners, you will oversee project planning, governance, risk management, change delivery and benefits realisation. This is an exciting opportunity to play a key role in shaping future services, driving organisational change and supporting the successful transition to a new local government structure.
Who is the person summary:
You will be a qualified Project Management professional (PRINCE2 Practitioner, PMI, APM or equivalent) with significant experience delivering large-scale transformation and change programmes within complex organisations. Ideally, you will have worked within local government and have an understanding of Local Government Reorganisation (LGR), organisational transition activity, mergers or acquisitions.
With at least five years' experience managing medium to large-scale projects, you will have a proven track record of leading projects from inception through to delivery, managing budgets, risks, governance, stakeholders, procurement activity and supplier relationships. You will be confident in developing project plans, controlling delivery against scope and timescales, and identifying solutions to recover projects that are off track.
You will bring strong leadership, communication and relationship-building skills, with the ability to influence and engage stakeholders at all levels. Highly organised and analytical, you will be comfortable managing competing priorities while applying expert knowledge of project methodologies, financial management, business process improvement and change management. Advanced Microsoft Office skills, including MS Project, are essential.

Please ensure that you read the job profile for full details on the post. We offer hybrid working with the expectation to attend the office minimum 2 days a week (pro rata for part time), this remains flexible, depending on the role and subject to business needs.
