Technical Transport Planner (TRO) Team

Job Introduction

Help keep Portsmouth moving and play a key role in delivering transport, parking and highway improvements across the city. As a Technical Transport Planner within our Traffic Regulation Order (TRO) Team, you will help develop and deliver statutory transport measures, work with a wide range of stakeholders, and provide practical solutions to complex transport issues that make a difference to residents, businesses and visitors.

Your new role

As a Technical Transport Planner, you will support the delivery of the council's Traffic Regulation Order programme, helping to ensure transport and parking schemes are implemented effectively and in line with legislation. You'll work on a variety of projects, engaging with residents, councillors, developers and statutory consultees while providing technical advice and supporting the delivery of transport improvements across Portsmouth. 

Key responsibilities include:

  • Managing the delivery of Traffic Regulation Orders and statutory consultations, including disabled bay applications. 
  • Drafting TRO documentation, consultation materials, reports and formal correspondence.  
  • Providing technical advice to support transport, parking and highway projects.  
  • Assessing objections, identifying risks and ensuring compliance with relevant legislation and council procedures.  
  • Working with residents, elected members, developers and other stakeholders on transport-related issues.  
  • Supporting digital and mapping-based processes and carrying out site visits across the city.

 

Who is the person summary: 

You will be a well-organised and proactive individual with experience of transport-related projects, excellent communication skills and the ability to work confidently with a wide range of stakeholders. You will be comfortable managing competing priorities, interpreting legislation and providing practical solutions to complex issues in a politically sensitive environment. 

To be successful in this role, you will have:

  • Experience of drafting and processing Traffic Regulation Orders or statutory consultations. 
  • Knowledge of traffic regulation legislation, guidance and industry best practice. 
  • Strong analytical skills, with the ability to investigate issues and develop reasoned recommendations.  
  • Excellent written and verbal communication skills, with strong attention to detail. 
  • The ability to build effective relationships and communicate sensitively with members of the public, elected members and stakeholders. 
  • Good workload management skills and the ability to meet deadlines and manage competing priorities. [ 
  • Proficiency in Microsoft Office and IT systems, with experience of mapping software desirable. 
  • The ability to travel across Portsmouth to undertake site visits. A driving licence is desirable but not essential.

Additional Information 

Please ensure that you read the job profile for full details on the post. We offer hybrid working with the expectation to attend the office minimum 2 days a week (pro rata for part time), this remains flexible, depending on the role and subject to business needs.
